Dear FIA Member (DASU)

It has been 100 days since you elected me together with my team to lead the FIA and in this time we have been working hard to start implementing our sporting policies, in supporting our mobility campaigns and in leading a comprehensive review of the structure of the FIA. We have made progress but still have a long way to go. In this letter reviewing our first 100 days we will outline the achievements we have made in many of these important areas.

As we pledged in our campaign, a focus on developing and enhancing the mobility pillar of the FIA is a significant goal. The Moscow Ministerial, attended and supported by a large number of FIA clubs, was an important step in supporting the Make Roads Safe campaign goal of declaring a Decade of Action on Road Safety. The Decade represents the first time that the safety of people who use the road and transport system has been declared a paramount global goal. It is a moment in history when the long-time objectives of FIA Clubs in working for road safety are joined to a global effort, and we all should be proud. But we should also be prepared to work to make the Decade's aims a reality.

In March, the United Nations General Assembly is set to formally declare the Decade of Action from 2011 to 2020. FIA Clubs will soon be asked to encourage their governments to vote to formally endorse the declaration, and information on this campaign will be provided in the next several weeks. Moreover, FIA Clubs will be asked to help develop FIA's global commitment to supporting and working toward the Decade's target to significantly reduce global deaths and injuries from road crashes. This FIA commitment will be made public at the Decade's launch early in 2011.

Another initiative underway in mobility is the work of the Deputy President Mobility and the Secretary General for Mobility to draft a comprehensive, outcomes-driven business plan for 2010. This business plan will be shared with Clubs and will be presented to the World Council for Automobile Mobility and Tourism for endorsement at its meeting in May.

We have had our first meeting of the FIA Statutes Review Commission which was a commitment we made during the FIA Presidential election. Its task is to review the FIA statutes, prepare recommendations for consideration by the FIA Membership and approval by the Annual General Assembly. As some of these changes will not apply until the next election in 2013 the Commission will deal with the most urgent matters, such as the proposed Disciplinary Panel, this year with further reports and recommendations in 2011 and if necessary 2012.

Progress has also been made reviewing the internal operations of the FIA with a view to greater efficiency and service delivery to our member clubs. It is important that the FIA is responsive to its members' needs and this review and restructure has centred on achieving this. Under the new structure we have three departments - Mobility, Motor Sport and Support Services. We are also reviewing office arrangements in both Paris and Geneva to ensure teams with common goals work together. These changes will allow more focus on strategic planning and, importantly, on better synergy and consultation between our mobility and motor sport functions.

In Formula One, we have introduced a new stewarding system where a smaller permanent group of stewards will sit with experienced former F1 drivers. This system will lead to greater consistency in decisions and better understanding from a driver's perspective.

Further changes will be introduced before the start of the season following the recommendations of the F1 Commission. The F1 Commission will meet at least three times each year and all the sport's stakeholders have approached the meetings with an immensely positive and constructive attitude. At the last meeting a mandate was given to the F1 Sporting Working Group, a sub-committee of the F1 Commission made up of the FIA and F1 teams, to develop detailed proposals to improve the staging of F1 and encourage the introduction of new environmentally relevant technologies.

We are also addressing the challenges facing rallying at all levels. The FIA has hosted two meetings of a new Rally Working Group which is producing a plan to develop rallying on a global level. The group is chaired by FIA Deputy President for Sport Graham Stoker and comprises representatives from the FIA World Rally Championship, the Intercontinental Rally Challenge, the Rally Raid Dakar Rally and other cross-country rally championships, as well as manufacturers and drivers.

All of the World Championships will benefit from the appointment of Commissioners who will be tasked with supervising the general running of each Championship and its development on behalf of the FIA.

Discussions have been held with the new President of the European Car Manufacturers Association (ACEA) and with the Board members of several major manufacturers about reconstituting the Manufacturer's Commission with involvement from board-level manufacturer representatives. The Commission, which will meet twice a year, will examine strategic sporting and mobility matters relating to the broad range of the FIA's activities. This is one of the ways we are addressing the need to create greater synergies between sport and mobility.

A Cabinet office has been established with Greg Hunting and Xavier Malenfer. We have also strengthened the FIA's technical area for both Motor Sport and Mobility. Bernard Niclot, former Research and Development Manager, has joined the FIA and Gilles Simon, a highly experienced engine expert has been appointed to a new FIA position as Director of Powertrain and Electronics.

We have created a strong foundation on which to build on our policy objectives for this year and the years ahead. We have made a solid start but still have much to do and we will continue to seek your support and input as we develop our programme of constructive change.

As part of a programme of getting to know you all, I am planning to visit as many clubs as possible during my mandate. I look forward to meeting you personally, to understanding your organisation's needs and aspirations more clearly and to sharing with you in more detail our new vision for the FIA and its membership.
